House Speaker John Boehner Challenges Short-Term Extension of Payroll Tax Holiday

The WSK reports that House Speaker John Boehner greeted the news that Democrats were considering a two-month payroll tax extension with fighting words:

"The House has done its work. We're waiting on the U.S. Senate," the Ohio Republican said this morning. "These rumors that are floating around here about a two-month extension -- I'm going to say this: If that bill comes over to us we will make changes to it and I will guarantee you that the Keystone Pipeline will be in there when it goes back to the U.S. Senate."
So, the House has already passed legislation that would extend the payroll-tax cut for a year, linking it to construction of the much-needed (for both jobs and energy) Keystone XL oil pipeline, which Barack Obama has put on hold to appease the environmentalist in his base. Now the Democrats in the Senate are talking about a short-term extension that would keep down the price of the bill and defer decisions (as usual) on how to pay for it ... all while the GOP-controlled House has already passed a year-long extension of the payroll tax cut.

Borrowing a term from the game of tennis, I call that "advantage - Boehner" - and millions of Americans. A two month extension is next to useless; deferring a decision on how to pay for it means it won't get paid for, it's then just another of many un-addressed issues that continue to pile up (i.e. it's now been 961 days since the Dem-controlled Senate has passed a budget), and holding Obama's feet to the fire on Keystone (which even Senate Dems are saying is absolutely necessary and that the president is wrong to delay it) puts the pressure on him for both a year long tax cut and the much needed jobs and energy project. It's a win-win for both the GOP and American's in need of the payroll tax holiday and the unemployment benefits.
