38% of American citizens fail citizenship test

Are 38% of Americans dumber than a box of rocks or are our public schools doing a terribly bad job of teaching our students about American history and government?. After all, it's got to be one or the other since that's the percentage that failed when Newsweekgave 1,000 Americans the U.S. Citizenship Test.

Knowledge of rocket science isn't required to pass the test ... just a basic knowledge of American history and government. However, when 82% of our public schools (and their teachers) are failing ... should we actually expect a better outcome than what we're getting?
