Obama budget cuts funds for veterans affairs?

It appears that despite his promise last year to the contrary, and as Dan Riehl points out, Fox News' reports that Obama is touting an increase in the Veterans Affairs budget, the San Francisco Chronicle reports that VA funding is actually being reduced:

Obama's budget

Agency: Veterans Affairs

Spending: $121.7 billion

Percentage change from 2010: 2.6 percent decrease

Mandatory Spending: $64.7 billion

Are we missing something here or is Obama touting funny, shifty, untrue numbers!
