The AP reports that a group of small business owners are behind this "Miss Me Yet?" billboard in Minnesota:

Office manager Beverly Master of Schubert and Hoey (hoy) Outdoor Advertising in Minneapolis says the message was purchased by a group of small business owners and people from the Twin Cities area who want to remain anonymous.
Little wonder, one would expect small business owners to be finding innovative ways to protest against Obama's and the Democrat's anti-small business, job-killing, policies.

And there seems to be anecdotal evidence that we may be seeing more "Miss Me Yet" billboards.
