'Is the Obama health care proposal serious?'

Albert Einstein defined insanity as doing the same thing over and over again and expecting different results. Clearly, Barack Obama is no Albert Einstein and is somehow convinced that if they just repackage the same plan and keep talking, they will get a different outcome. Such is the case with Barack Obama's health care plan.

And as for the "seriousness" of Obama's proposal, Michael Barone refers to the "fair-minded and well-informed Keith Hennessey's comment that he struggles to understand how the President's new proposal is relevant to any serious attempts at legislating if he cannot deliver either House or Senate Democrats in support of it, and then writes:

My sense is that Pelosi doesn't have the 217 votes (with two House vacancies) she needs for passage of a health care bill and that Reid doesn't have the clear concurrence of 50 Democratic senators to use the reconciliation process. My guess is that Pelosi will be reluctant to bring a bill to the floor until the Senate has passed one, and that she needs a Stupak amendment on abortion, which isn't in the Obama proposal, to get close. For a dose of healthy skepticism that the Obama initiative will result in final legislation, see Megan McArdle of the Atlantic.
In other words, one would be hard-pressed to consider the Obama plan anything than stagecraft in preparation for Thursday's faux "health summit," and what we are seeing is, as Hennessey suggests in his must read piece, we are witnessing uncoordinated Democratic leaders each pursuing their own exit strategy in anticipation of legislative failure.

Meanwhile, the White House game playing on the healthcare reform 'summit' has begun:

... The President's tactic, it seems, is to demand that the Republicans put forth a plan, regardless of how often Republicans say, "Here it is!" Obama will just keep demanding that the Republicans put forth a plan. He is confident -- obviously with very good reason -- that the MSM, in full lapdog mode, will help all it can in convincing the public that the Republicans have no plan.
