Return of the Romanovs: Now there's a 'Pay Czar'

The Obama administration already has more czars than the Romanovs who ruled Russia from 1613 through 1917 (they had a total of 18), and is officially the most prolific czarist dynasty in history.
And now he's added yet another one - a "pay" czar, to ensure that companies receiving federal bailout funds are abiding by executive-pay guidelines.
If I didn't know better I'd believe that we are living in 19th century Russia under the Romanovs, except it appears that we've already reached the communist era.
