The problem is that the United States, with coalition support, has eliminated two of Iran's regional rival governments, [the Taliban and Saddam Hussein], but has failed to replace either with coherent and stable political structures," - owing, of course, to the the unanswered war of Iran and Syria against that same coalition and U.S. forces.
... while the US had the "upper hand in hard power projection", Iran had successfully mastered the art of "soft power," using its "culture, strong historical ties and administrative skills" to gain the political upper hand in the region.
Not discussed in the article, and seldom elsewhere, is the matter of unanswered war against the U.S. and the coalition. The U.S. can't fight a war and win, until it's both engaged in and with the party that is engaged in war with the U.S.
