In an agreement that's considered to be a "significant diplomatic coup" for the Bush administration, Secretary Rice may have gained agreement on what may become a "blueprint for similar security arrangements" that would likely be put into place once a Gaza seaport and airport are built. The intense negotiations were fruitful after Rice decided to stay an additional night in Israel to complete the talks (this, in spite of the talking heads I heard on cable news that gave her no chance of success).
The agreement gives the PA an Israeli green light to begin construction of a seaport, something deemed essential to attracting investors, and also calls for discussions on "security arrangements, construction and operation" of an airport. All of these things are good for the development of the Palestinian economy, but in this humble blogger's opinion, possibly quite damaging to the security of Israel.
Unfortunately, so far each step to help the Palestinians has resulted in decreased security for Israel corresponding with an increase in terrorism.
