Why Did Arab Leaders Want the War in Iraq?

They had the opportuntiy to avert a U.S. led invasion by agreeing to a plan that involved putting Saddam Hussein into exile. The United States signaled its support for the proposal and Saddam secretly accepted its terms.

But the 22-member Arab League, led by Secretary-General Amr Moussa, refused to consider the initiative.

It is not clear why the leading Islamic states alone scuppered the arrangements but it is now apparent that they did. Perhaps a U.S. led occupation was seen by Middle Eastern Muslim leaders as far superior to the power vacuum that would have resulted from Saddam's absence?
