Earthquake (does not) result in Tsunami alert (updated)

UPDATE: According to "TSUNAMI BULLETIN NUMBER 001 PACIFIC TSUNAMI WARNING CENTER/NOAA/NWS ISSUED AT 1238Z 05 FEB 2005" the following informaion is current:

THERE IS NO TSUNAMI WARNING OR WATCH IN EFFECT.

AN EARTHQUAKE HAS OCCURRED WITH THESE PRELIMINARY PARAMETERS
ORIGIN TIME -  1223Z 05 FEB 2005
COORDINATES -   5.5 NORTH  123.4 EAST

LOCATION    -  MINDANAO  PHILIPPINE ISLANDS
DEPTH       -  550 KM
MAGNITUDE   -  6.9
EVALUATION

A DESTRUCTIVE TSUNAMI WAS NOT GENERATED BASED ON EARTHQUAKE AND     HISTORICAL TSUNAMI DATA.          

THIS WILL BE THE ONLY BULLETIN ISSUED FOR THIS EVENT UNLESS ADDITIONAL INFORMATION BECOMES AVAILABLE.

6.9 magnitude earthquake in Celebes Sea.

A strong earthquake occurred at 12:23:18 (UTC) on Saturday, February 5, 2005. The magnitude 6.9 event has been located in the CELEBES SEA.   (This event has been reviewed by a seismologist.)

The Celebes Sea is situated between Borneo, Celebes and the Philippines. The border between the Celebes and the Sulu Sea is at the Sibutu-Basilan Ridge.

Who issued a Tsunami warning? I can find an issued warning and would not expect one based on the depth of this quake (468 Km).
