Top Palestinian Body Urges End to Attacks
Topics: Middle East News and Perspectives(...) "The PLO did not say what action, if any, might be taken against militants who disobey."
It's the above snipet from the following article that matters most in the appeal from the PA that is being reported; it says in effect that the PA has no real power or leverage against the terrorist groups in the Palestinian territories - not that they, the PA, have clean hands. The story of the Palestinian people and the legacy of Arafat is terror, turmoil, hatred of Israel, and a disfunctional, corrupt society.
The legacy of Arafat and the course it set for the Palestinian people has not been altered one iota by the Palestinian elections. You don't change the animus of an entire generation of misfits by begging, and the violence is going to continue because Mahmoud Abbas promised not to disarm the terrorists during the election campaign, and may end-up being assasinated by Hezbollah. That is my take on the matter, and for the sake of those seemingly few Palestinian people who desire to live in Peace with their neighbor Israel, and for the sake of peace in the region, I want very much to be proven wrong.

RAMALLAH, West Bank (Reuters) - The top Palestinian
decision-making body Sunday made its strongest appeal for
militants to stop attacks since Yasser Arafat's death last
November and replacement by President Mahmoud Abbas.
The executive committee of the Palestine Liberation Organization (PLO) said it "demanded halting all military acts that harm our national interests and provide excuses to Israel, which wishes to obstruct Palestinian stability."
The PLO did not say what action, if any, might be taken against militants who disobey.
Israel cut ties with the Palestinians after militants killed six Israelis last Thursday in an attack on a Gaza crossing point, denting hopes for new Middle East peace talks after the election of Abbas, who advocates non-violence.
Militants, even from Abbas's own Fatah movement, have defied his calls for a cease-fire so that peace talks can resume.
Abbas, who was sworn in as president Saturday, also heads
the PLO. The organization includes most Palestinian groups
except for Islamists who oppose any peace deal with Israel and
are sworn to destroy it. Wired News..
