UN didn't stop Saddam from smuggling oil

The head of an independent investigation into the alleged corruption in the United Nation's oil-for-food program said that most of the money that Saddam illegally earned came from smuggling oil, much of which the UN Security Council was aware of but didn't stop.   

In a TV interview to be aired Tuesday on a U.S.-backed TV channel, Al Hurra, Paul Volcker questioned the reports that the former Iraqi leader illegally obtained revenues ranging from $1.7 billion to $21 billion from the total $60-billion authorized for the oil-for-food program.
